Man In a Box

I saw a man sleeping on the sidewalk, two days ago. Not uncommon here. People just went to and fro as ever. It was a fairly large box, torn into a crude sleeping bag shape, with legs sticking out at the bottom.

Who is he and why is he there? Shouldn't I be able to do something about this?

I've seen so many people get cut down and beaten into obedience after they tried to stand up and defend the rights their nation supposedly grants them. Will the same thing happen to me?
